A question about the Tudors

I remember that a great deal has been written about how judicious that Richard was when giving punishments and that few suffered the death penalty during his life in the North(York) or even after he became King, unless they were suspected of being a threat to the crown or seditious. Even that number was low.
I ran across a website that says Henry VIII ordered/authorized the execution or 70,000 men, women and children during his reign, including a (starving)child for stealing bread. Is this figure correct? This was not a Riccardian website, but a general English History site. I am trying to track back to it.
