Pre-emptive strikes

I agree that Richard acted pre-emptively against Rivers. There's no
evidence that he was doing anything other than moving progressively to
London with the King, there to be crowned, which was generally
accepted, except maybe by Richard & his pals.

The trouble with pre-emptive strikes in a world where no end of
dangers proliferate is that it is paranoid and likely to cause a
global war!

Humourless hypocrites don't help this matter.
