Richard 111's Parliament

I have read often, even by detractors, that Richard 111 's one
parliament passed many good acts and achieved much.
Could anyone tell me which is a good book or source that would give
me more details about this? All too often it seems to get brushed
over in books.

I live in Melbourne, Australia but I suspect that the State Library
of Victoria might have The American Journal of Legal History. I don't
have legal training either.
I just think that more attention should be given to what Richard did
as King and when he was in the North instead of endless did he kill
his nephews? Though I do find the arguements fascinating too.
