well Tim I of course knew it wouldn't be as easy as picking up the phone and saying excuse me your majesty.
the reason I was asking was that the request was made several years ago and was refused I think because at the time DNA was in its infancy.
from the works I have read there is strong doubt as to whether the remains are the originals of what was found anyway.

It isn't as straightforward as ringing the Queen and saying by the way do
you mind if we do a bit of digging around at Westminster Abbey - we'd like
to open the urn and possibly the Henry VII chapel to get at Elizabeth of
York and we may want to pop down to the Chapel at Windsor and mess around in
Edward IV's grave.

The approach to the sovereign would have to come from the Dean and Chapter
of Westminster direct. So any approach to exhume remains at Westminster
would have to first be made to the Cathedral Authorities who would then
decide to request the permission of the Queen to proceed.
