See, I think of this the other, slightly more devious, way: Thatcher getting a state funeral was the best thing that could have happened.

It actually bolsters the argument for Richard's state funeral - because if Thatcher with her reputation deserved one, how in heaven's name is anyone going to argue that Richard, an anointed king, does *not*?

I suppose it's too much to expect them to honour any 'probable wishes' of the dead, when they can't even honour explicit wishes.

No she didn't want a state funeral and she didn't get one. She had a ceremonial funeral with military honours.
