Yesterday's question

has inevitably morphed into something new today, stimulated by David's
mention of "administrative layers" & how disastrous the effect was in the
south of losing/alienating them. I'd appreciate any pointers to
understanding who were the men who made up those layers, and especially to
any existing lists.

For instance, we know that parliament was summoned 3 times in 1483-4, but
only actually met as parliament once. Do we have complete lists?
