When was Richard officially an adult

Hicks wrote that Clarence was no longer considered a minor as early as 10 July 1466, when he did homage for his lands. He also mentioned that the formalities involved in declaring Clarence of age had been started before 30 January 1446, "when the master of the rolls issued the necessary certificate."
