I approached this article with some trepidation as the Mail is known to
have it in for our Richard. However, not even in their comments is he
mentioned.

The full list:
Sir Oswald Mosley
"Jack the Ripper"
William, Duke of Cumberland
Titus Oates
Sir Richard Rich
Thomas Arundel, Archbishop of Canterbury
Hugh Despenser
King John
Thomas Becket
Eadric Streona

As for number 5, you might suggest that anyone who stabbed More in the
back couldn't be all bad. I couldn't possibly comment.

Apparently Becket was a self-serving swine or something.

Surely one of the Borgias could have made the list. Also Pope Julius II
was a real sweetie-pie. He didn't make the list either. Ah well: there's
always next year.
