I have studied a bit about Thomas Legge when I was writing my thesis about Shakespeare's RIII. That's what I know:
Thomas Legge's Richardus Tertius was one of the many Senechian plays put on stage by college students during XVI century. It was performed at St. John’s College, Cambridge in March 1579/1580. We don't know if Shakespeare knew it.
What's almost for sure is that Shakespeare's Richard III was written as a remake of a popular play by Queen’s Men, The True Tragedie of Richard the Third, published by Thomas Creede in 1594, and performed probably in 1589.
On Legge the best source I found is Irving Ribner, The English History Play in the age of Shakespeare, Princeton, Princeton University Press 1957, p. 68ff.
